Php Website With Admin Panel

Hello,
Need PHP website with admin panel, design already done. In admin panel following features
1) Can create different username and password for clients.
2) Will have option to upload document and write a note for particular client.
The client should be able to login using username and password for accessing notes and file pertaining to his account uploaded by admin.
Setting up of newsletter i.e PHPlist.
Coding should be DIV based at least for frontend.
Budget $50-175
Completion: 4-5 days.
