Zen Cart Free Shipping Module

I need a modification of the free shipping module.

I have items marked as “Always Free Shipping”. Instead of Always Free Shipping, I want only Free Shipping for those marked items when the shipping address is in a specific zone.

For example, I have a product that I have a special on where I offer free shipping if shipped to the 48 states. If not in the 48 states, then regular shipping rules should apply (UPS, USPS, etc.)

I have Zen Car 1.3.8
