Change Browser Startpage

Need a smart way that change visitors browser startpage to my site address..I have a script already that ask user if thay want set thiere home page to my address.but i wanna a smarter way that 90% of visitors do it.some thing like a popup that user must do it and if did not page will be lock or another way…if you any other idea please tell me
