Custom Nav Menu WordPress

I want to do something like this:

xxxx.com/atlanta
xxxx.com/newyork
xxxx.com/florida

Or something like that. I would like the nav menu to change for each area so that:

xxxx.com/atlanta

would have topics such as:

atlanta city parks, atlanta firestations, etc.

When you go to:

xxx.com/newyork

you would have topics such as:

new york city parks, new york firestations, etc.

I am using Thesis theme and wordpress. I need this done efficiently and quickly. I will need to be able to add as many new menu’s as I want through the backend and all pages must be replicated from the original (so if I have 20 pages under xxxx.com/atlanta and wanted to add xxxx.com/newyork, all subpages and categories would be added automatically and customize for New York.)

All of this must be through one installation of WordPress and must be structured as folders.

Timeframe: 3 days

Finish in 1 day and there will be a bonus.
