Simple Photo Software Program

I need a little software program/application to automatically reduce photo sizes of photos we upload to the following format: 314 X 209 pixels.
The easiest way is probably for us to upload the picture into the software application, but any suggestions are welcomed.
I don’t have a clue which programming language is right for this, but I assume it’s a pretty simple task for someone that knows what he/she is doing.
