Website Design

Have got a website that needs to be developed. Image of proposed design is attached.
This design needs to be coded and must be css/xhtml standards compliant.
Website will have about 18-20 pages total.
Forms will require a captcha (have used ‘recaptcha’ on another site, happy for you to use that on this site, if you prefer to use something else let me know) and should use javascript to validate necessary fields (eg. valid email address used, mandatory fields filled in, etc)
2nd level menu (on the left hand side of image) may have submenus, I will submit a full site map to the winning bidder.
Design should be as google friendly as possible.
