Jpg To Full Xhtml In 3hrs

I have two page mockups I need to convert to xhtml immediately in 2hrs. this is an immediate job and must be done in 2 hours with full web 2.0 css styling that is FAST LOADING.. I need this done right away and programmer must be good on communication and must be prompt.
