Redo Homepage For Joomla Site

We have a psd that needs to be converted and installed into our homepage of our joomla site. Light graphic design needed.
We are using rocketheme templates and need to reconfigure the homepage according to our specific psd.
THIS IS ONLY WORK ON THE HOMEPAGE. ALL OTHER PAGES REMAIN THE SAME.
Hand coding HTML and CSS is important.
We are paying $30 for the job–it should take no more than a day’s work.
