Blog Design & Setup Required

I require the design and setup of a blog required aiming primarily at the Uk and Ireland regions for Search engine results.
The blog will be a real time online diary and will require setup and design solely for this purpose.
It will require a good clean design aiming at the authors work / trade (which will be provided to winning bid). So the blog software used will need to have good design options and usability.
I wish a price for this blog design and setup with timescale and blog software you wish to use with examples where possible.
