Javascript System

I need someone to create a java container system that will allow me to put one piece of JavaScript code on my pages and then from within an admin interface add other code pieces from third parties.
There are really two parts to this project:
1) Create the JavaScript container that will go on the pages of the site.
2) Create an administrative interface, in Web 2.0, that allows me to add code to specific pages that will all fall within the JavaScript container in number 1 above. It should be powered by a MySQL database.
