Banner Duplication In High Res

I have a web banner design that I would like to have converted (or duplicated) for high quality, high resolution print media use. (for a full size banner).
Current “web quality” banner is attached in .psd. Looking for this to be completed quickly and professionally.
Simply changing the resolution is not enough; the photos will need to be replaced with high res images and the image must be sharp and clear when enlarged to 2′ high.
