Website Homepage Redesign

I currently have an online business directory built using php (www.shout-uk.net).
I would like my homepage to be redesigned and to look similar to www.scoot.co.uk but using my colours and current search facilty.
Instead of the green & white used on scoot i would like my site to be blue & white which reflects my site logo.
I will require a working script and not just a psd.
This isnt a big budget project but the chosen programmer will be invited to also complete all future work on our website as we do have a lot of ideas planned for the next few months.
I would also need to see a mock up of the finnished design before it is applied to our current site.
