Searchable Pdf With Premission

I need a script (or scripts) that can do the following:
1. upload PDF files to server (this is the simple part)
2. categorize the file with different level of access permission
3. a search function that allow users to search PDF files. Must be able to search the text within the PDF file as well.)
#3 is the part I really need, but I am looking for someone to create a whole program if you can get it done quick, too.
Please PM your realistic time and cost, and a brief proposal. If additional software is needed, please included that in the quote as well). All bid without a proposal will not be considered. Please also included the references to similar projects you have done in the proposal.
