Automated Phone Calling Site

I am trying to develop a site similar to this one:

I need it have all of the same features and would like to know what is involved with hosting a site like this? Would I need any special equipment or do I need to be signed up to a certain type of hosting service.
Please thoroughly research the site I have listed and please let me know the least expensive cost to produce this.
