Social Engine Expert Needed

I need a mod built for social engine 3.14
It is for ADMIN to send INTERNAL mass emails or comments to my members. It must also send a notification to their email address letting them know they have a new message.
I must be able to send it on the behalf of a user name or id.
I must be able to select the demographics I want to send it to.
Choices should include
Subnetwork
Usertype
Sex
State
You must have experience with social engine. I will not open up my live site for you to use or test on. I may possibly set up a dev site for you. If you have a site of your own would be helpful and if you have any previous jobs you could show or describe would be helpful.
I have a ton of other things I need done for the right person.
