Web/graphic Design – Vb.net

We have web site in VB.Net 2005 that needs a redesign.
We are looking for a strong Web Designer/Graphic Designer with enough VB.Net skills capable of adding the web design portion to our site without breaking the current functionality.
We need:
- Regular web pages for our site (main, contact us, faqs, etc)
- One affiliate page
- Logos (1 to 3)
- Add color schema to a VB.Net table view
- Rearrange VB.Net buttons, drop down menus and other objects
